Add Azure and Google Cloud CLIs to tests Dockerfile.
Add Jenkinsfile for Azure testing job. This job requires the following:
- Jenkins secret file for Azure credentials in JSON (AZURE_CREDENTIALS param)
- Two additional secrets for SSH public and private keys used when creating
the VMs (SSH_PRIVATE_KEY, SSH_PUBLIC_KEY)

Adds apt proxy to build scripts and dockerfiles.  Backward compatible
change and proxy will not be used unless environment variable

Some of the tests require access to OSM instance in order
to run some commands from there. Those commands could be run
using ssh, but a private key is required to be able connect to
that OSM instance.

This change gets the private key corresponding to the public key in
OSM instance and mounts it in docker/tests so that the container can
access to OSM instance via ssh and run commands there.

Make Charmed Installer Idempotent

By default, the charmed installer will create a controller called
'controller', unless an external VCA is specified using the --vca
option.  Upon uninstall, it is not known or safe to remove this
Juju controller as there might be other applications using it.

This change shows that message on uninstall, giving the user the
opportunity to remove it with a command.

Also, as part of the installation, this change checks for the
controller and if it exists, presents the user with options for
how to resolve the situation.
