It will help feature 10239, in order to automate the deployment of the
VCA without needing to deploy OSM.

When the option is enabled in the installation, in the end a string will
be printed out with the command to be executed in OSM to register the
installed VCA.

- Adapt all new operator charms to use the same pattern. They are all
using now this library that encapsulates the common logic for all
charms: https://github.com/davigar15/ops-lib-charmed-osm

. That will be
eventually moved to gitlab, when it has a PyPI repository available
- Add unit tests to all charms
- Modify installer and bundles to point to the new charms
- Improve the build.sh script for building the charms

install/refresh the snap to the proper version. Add channel preference

Make Charmed Installer Idempotent

By default, the charmed installer will create a controller called
'controller', unless an external VCA is specified using the --vca
option.  Upon uninstall, it is not known or safe to remove this
Juju controller as there might be other applications using it.

This change shows that message on uninstall, giving the user the
opportunity to remove it with a command.

Also, as part of the installation, this change checks for the
controller and if it exists, presents the user with options for
how to resolve the situation.
