If the ssh verification fails, don't continue checking the config. This
could potentially lead to a condition where the charm thinks it's ready
when it's not.

This fixes two non-fatal warnings, by installing the libxml-dev package so
the python package uses it natively, and to suppress a warning by Jinja2
when installed under python3.4
