Adding automatic build of VNF repository on commit

Right now the packages must be manually built and copied to the ftp site: https://osm.etsi.org/vnf-catalog/Testing/

This change will cause the packages to be built on every new MR and commit, as well as publish the updated packages to the FTP site every time a merge request is approved and submitted.
