Generation of OKA for helm-based apps

Description

Currently there is no easy way to create an OSM Kubernetes Application (OKA) that can be consumed by the new OSM framework introduced in Release SIXTEEN.

This feature is intended to add a new command to osmclient that will generate an OKA folder structure with templates and manifests for helm-based applications. The goal is not to take into account all possibilities for OKA creation which are potentially infinite (in the end, manifests could be anything), but to add a simple case that is widely used.

In that way, the end user will have a complete E2E sequence to onboard an application based on a helm chart as OKA, to be deployed later as KSU.
