Vertical scaling support for SOL003 VNF-Lifecycle Management Interface

Description

This feature request is to add vertical scaling support for SOL003 VNFM interface, which enables SOL003 VNFM to scale-up/down the VM instance in Openstack VIM on-demand. Refer #10911 for SOL005 implementation of vertical scaling.

Demo or definition of done

If a VNF is launched from SOL003 interface and if it requires more resources than already allocated, then from SOL003 API perform vertical-scale operation for the specified VM instance. Verify in VIM that the VM instance is now running with the new higher flavor.
