Autoheal switch and Autoscale switch

Description:

Autoheal switch: Autoheal switching is to enable/disable the autohealing feature. In telecom network, during upgrade/maintenance datacenter computes may go down, in this case orchestrator should not check for the vm status to trigger autohealing.

Autoscale switch: Autoscale switching is to enable/disable the autoscale feature. In telecom network, during vnf upgrade the cpu utilization of the node may reach peak value, in that case orchestrator should not initiate autoscaling.

Demo or definition of done: Should be able to turn on/off the autohealing and autoscaling feature.
