Adoption of new monitoring architecture for closed loops

Description

Release THIRTEEN introduced a new architecture for monitoring based on Airflow and Prometheus. This architecture is already able to collect metrics related to VIM status and VM status per NS and VNF in a scalable way. However, the architecture is not prepared yet to use those metrics for closed loops such as auto-healing or auto-scaling.

Auto-healing and auto-scaling are currently relying on MON and POL modules. With this feature, the functionality related to auto-healing and auto-scaling will be moved from MON and POL to the new components.

Demo or definition of done

Auto-healing tests (HEAL-04) and auto-scaling tests (SA-02) should pass once the feature is implemented.
