The `set_state` and `remove_state` methods have been deprecated in
favour of `set_flag` and `clear_flag`. This updates the references to
those methods.

If the ssh verification fails, don't continue checking the config. This
could potentially lead to a condition where the charm thinks it's ready
when it's not.

This adds a little more verbosity to the workload status, and adds and
additional configuration check to verify if the configuration has been
received and processed.

This patch adds better status messages by differentiating between
configuration settings received and the verification of ssh credentials.

Don't fail if there's an error raising the interface. I'm seeing this
happen because the interface is already up.
