Stop checking config if ssh verification fails
If the ssh verification fails, don't continue checking the config. This
could potentially lead to a condition where the charm thinks it's ready
when it's not.

Fix non-fatal warnings
This fixes two non-fatal warnings, by installing the libxml-dev package so
the python package uses it natively, and to suppress a warning by Jinja2
when installed under python3.4

Add Jenkins user to Docker image earlier
Docker Setup stage fails with a permissions error if run in the existing manner.
This appends the user creation to the Dockerfile so that the commands get run as
root.

Add PYPI packages to lxd image
Add a path to pre-installing packages from PYPI that are common
to reactive charms and VNF configuration charms for faster
deployment times.
