Feature-9904: Enhancing NG-UI to enable Juju operational view dashboard

Unit testing added for new functions
    - UpdateVcaStatus in test_n2vc_juju_conn.py
    - GetExecutedActionsTest in test_libjuju.py
    - GetApplicationConfigsTest in test_libjuju.py
