Fix Basic13. vnf-profile-id was not correct 

After merge of https://osm.etsi.org/gerrit/c/osm/LCM/+/12827
Basic13 started to failed.

A problem when adding the relations existed before the commit
but the exception was not properly raised.

After merge we could explicitly see the problem.
