Weekly job for stable releases

Description
Currently the daily jobs use the latest code in master or the different branches (v18.0, v17.0, etc.) to test the installation of OSM and run E2E tests. In addition, these daily jobs use a docker proxy-cache to download the images, thus hiding any problem related to the download of the images.
Because of that, we don't have visibility from OSM on the stability of the stable published releases.
This feature will add a new Jenkins job that will be executed, in principle weekly, to mimic the instalation of stable releases by end users, being able to bring light to potential issues much sooner. This job won't use the proxy-cache to download the images.
Demo or definition of done
The weekly job will be executed as expected and should succeed.
