Angular Framework Upgrade for NGUI

Description:

The objective of this feature is to upgrade the existing Angular application NGUI to a stable version of Angular. Key dependent packages like ng2-smart-table, ng-sidebar and angular-notifier are deprecated from Angular 16 onwards.

As part of this upgrade, these deprecated packages will be replaced with actively maintained alternative libraries to ensure the application remains aligned with modern framework standards and supported libraries, while providing continued functionality, stability, improved performance, and maintainability suitable for Release19.

Demo or Definition of Done:

The application successfully runs on the upgraded, stable Angular version.
