Upgrade versions of subcharts in OSM helm chart

Description

In order to have safer End-Of-Life periods with support of the helm charts that are used in OSM as subcharts, this feature is intended to upgrade the versions of subcharts used in OSM helm chart: mysql, kafka, prometheus, and grafana.
