Ubuntu24 as base image for OSM installation

Description

In order to have safer End-Of-Life periods for Release EIGHTEEN, which is an LTS version of OSM, the current base image for OSM installation based on Ubuntu22 needs to be updated in OSM installation and the pipeline to use the newest LTS version in Ubuntu, which is Ubuntu24.

All Robot tests should pass.
