Upgrade Kubernetes version and helm version in OSM modules to latest versions

Description

In order to have safer End-Of-Life periods with support of Kubernetes and helm, all OSM modules using kubectl or helm clients need to be updated to use the latest versions.

Demo or definition of done

All Robot tests should pass.
