Upgrade Kubernetes version and helm version in OSM modules to latest versions for Rel EIGHTEEN

Description

In order to have safer End-Of-Life periods with support of Kubernetes and helm in Release EIGHTEEN, which is an LTS version of OSM, all OSM modules using kubectl or helm clients need to be updated to use the latest versions for Rel EIGHTEEN.

Demo or definition of done

All Robot tests should pass.

• Latest Kubernetes version is 1.32: https://kubernetes.io/releases/
• Latest version of Helm is v3.17.2: https://github.com/helm/helm/releases.
  • Supported kubernetes version ranges from 1.29 to 1.32; https://helm.sh/docs/topics/version_skew/
