Upgrade Kubernetes version and helm version in installer to latest versions for Rel EIGHTEEN

Description

In order to have safer End-Of-Life periods with support of Kubernetes and helm in Release EIGHTEEN, which is an LTS version of OSM, both Kubernetes and helm need to be updated in OSM installer to the latest versions for Rel EIGHTEEN.

All Robot tests should pass.
