Slack bot to provide support to end users

Description
This feature is intended to add a bot in Slack to provide support to the end users. The intention is to provide prompt feedback to the end user about general questions or errors. This will reduce the burden of OSM contributors, MDLs and TSC-ers, and at the same time will provide quick answers.
For the purpose, a RAG engine will be used, fed with OSM documentation. The document set will be decided during the feature design, but options include the OSM user guide, VNF onboarding guidelines, OSM developer guide, or the git repos with OSM code.
The feature will also evaluate the ways to interact with the end user and through which channels.
