Cluster management with CAPI in Openstack-based clouds

Description

This feature is intended to allow the creation, update and deletion of Kubernetes clusters in Openstack-based clouds controlled by a management cluster offering Cluster API (CAPI). The feature will rely on the new architecture for cloud-native management of infrastructure and applications.

The interaction with Openstack will be done using the appropriate Cluster API provider.

Demo or definition of done

The procedure will be documented and a demo will be done in a TECH call.
