Publication of OSM packages as public VNF catalog

Description

The objective of the feature is to publish a set of packages available in osm-packages repo in a public repository as an OSM repo generated with the osmclient command osm repo-index. The resulting repository could be used by external users making use of the functionality to get packages from OSM repos: https://osm.etsi.org/docs/user-guide/latest/10-osm-client-commands-reference.html#osm-repositories.

An existing WIP can be found in this branch of osm-packages

Demo or definition of done

One test will be created or updated to onboard packages from the external repo, and launch a NS.
