  "message": "Full charm support\n\nThis work adds the ability to deploy charms directly to an\nexternally instantiated VM, which is expected to have N2VC\u0027s public key\ninjected into it, by using the VCA\u0027s manual provisioning function.\n\nThis allows the VCA to ssh to the target machine and provision it.
